From the project plan passed at WSC 2023:
A main focus of this project will be developing ideas about how a three‐year cycle might work. Some of the topics that participants have raised that we anticipate will be focused on include vetting CAR motions and the CAR survey, determining what must be decided in person and what can be decided virtually, and improving communication between meetings. The ever‐growing size of the WSC has been a discussion topic for years and will also need to be addressed, which will include a focus on the criteria for the seating of regions and zones.
